Division: Community Assisted Support Services (CASS)

Purpose
This policy outlines the principles of fairness and operational efficiency regarding ride assignments for Independent Drivers working under the CASS model. As CASS operates on a cost-recovery framework while providing drivers with a substantial 66.1% margin over base operational costs, we must ensure that ride allocation reflects both fairness and fiscal responsibility.
Core Principles
1. Fairness in Rotation All active CASS-approved Independent Drivers will be eligible for ride assignments under a rotation system that prevents favoritism and promotes opportunity.
2. Cost Efficiency Mandate CASS reserves the right to favor assignments toward drivers whose vehicles demonstrate a lower operating cost per kilometre. This is not favoritism — it is a necessary function of our cost-recovery model.
3. High Mileage Vehicles CASS does not favor vehicles with high mileage or those with elevated wear-and-tear costs. As we are not a profit-maximizing company but a service-first, sustainability-focused program, we prioritize reducing total operating costs for all parties.
4. Mission-First Model While drivers keep the majority of ride revenue, CASS must retain a portion to cover operational costs and support the broader mission of community equity and energy justice.
Transparency & Disputes
Drivers who believe assignments are being issued unfairly may request a review. CASS will provide documentation outlining assignment patterns, mileage prioritization, and overall distribution trends. Where appropriate, internal audits will be conducted.
